What US visa does my husband need?

I am a US Citizen. I married my husband in Ecuador in 2007. When I went to the US to give birth they told us he could get a tourist visa since we had no intention of living there but he was denied. It has now been 2 years and we want to get his visa now. What visa does he need? I live here on a "visa de amparo", we have been married 3 years and have a 2 year old. What is the best option?
